Human Rights Advocate
(Program Admin Specialist II)
The
Department of Behavioral Health and Developmental Services’ Office of Human
Rights is seeking a highly skilled professional accustomed to working with a
high level of autonomy for monitoring of, and advocacy to, individuals
discharged from DBHDS Training Centers. This position provides direct services
to implement a community based human rights systems for individual’s receiving
Medicaid services. Duties include: provision of human rights monitoring
and training activities for individuals discharged from DBHDS Training
Centers with Office of Licensing, Division of Developmental Disabilities, other
Offices and agencies; direct monitoring of the health and safety of
individuals discharged from DBHDS Training Centers, participation in DBHDS
provider development and training; and coordination of human rights
advocates DOJ monitoring activities. This position will primarily provide
services in central and southwestern Virginia but may also serve other areas of
the state. Significant travel is required.
QUALIFICATIONS: Extensive experience working
with individuals with Intellectual and Developmental Disabilities.
Extensive experience with monitoring program compliance and service quality.
Experience monitoring and developing quality improvement
activities. Experience in supervising and monitoring the works of
others. Ability to conduct thorough investigations, analyze problems, and
recommend solutions; establish effective working relationships with human
service delivery system managers; design and deliver training programs; and
maintain records. Experience in human rights advocacy or a related
occupation, which includes conflict resolution, client intervention and case
investigation. Significant experience and knowledge in human service
delivery systems and Medicaid funded programs. Excellent verbal and
written communication skills. Masters
degree in human services or a related field is preferred. Direct training &
experience may be considered in lieu of educational requirements. Drug
screen and background check required.
