Nursing Education Loan Repayment Program

The Nursing Education Loan Repayment Program is a selective program of the U.S. Government that helps alleviate the critical shortage of nurses by offering loan repayment assistance to registered nurses and advanced practice registered nurses, such as nurse practitioners, in return for working in a Critical Shortage Facility and nurse faculty in return for working full time at an accredited school of nursing.

Request for Proposals - Regional Health Workforce Development Planning and Implementation Grants

The Virginia Health Care Foundation (VHCF) is a nonprofit organization dedicated to increasing access to primary health care for uninsured and medically underserved Virginians. Established as a public-private partnership by Virginia’s General Assembly and its Joint Commission on Health Care in 1992, VHCF receives an annual state appropriation, which it is expected to supplement with funding from the private sector.


VHCF is entering a period of expanded vision and planned growth. The Fund Development and Communications Coordinator, working with the Director of Fund Development and Communications, will play an integral role in this phase of the Foundation’s evolution.

Initial Period of Contract: From February 1, 2012 through June 29, 2012. Sealed Proposals Will Be Received Until 3:00 P.M. on January 20, 2012, by the Virginia Department of Health's Office of Purchasing and General Services (OPGS) located at 109 Governor Street 12th Floor, Suite 1214, Richmond, VA 23219, for furnishing the goods/services described herein. To be considered, all proposal responses must be received at this address on or before the date and hour stipulated. Offerors should pay particular attention to ensure that their response is properly addressed. The Virginia Department of Health is not responsible if the response does not reach the Issuing Agency address by the appointed time. Responses to this proposal received after the date and hour designated are disqualified and will not be considered. The official time used in the receipt of responses is that time on the clock or automatic time machine in the Office of Purchasing and General Services (OPGS).

Job Description:

Located in the Office of Minority Health and Health Equity (OMHHE), provides the day-to-day oversight and coordination of OMHHE health workforce pipeline development initiatives and programs, while promoting health equity and social justice. Plans, develops and implements activities that support the recruitment and retention of the health care workforce (including the administration of incentive programs) in rural and other medically underserved areas of Virginia. Assists to address challenges and advance goals identified through health workforce pipeline development strategic planning processes. Helps to assure a diverse and culturally and linguistically competent health care workforce. Provides technical assistance to communities and practice sites with information regarding best practices and resource development pertaining to the health workforce. Assesses the efficacy of health workforce pipeline development initiatives and programs in meeting their stated goals and objectives.

Minimum Qualifications:

Should have a strong knowledge-base of state and federal regulations, programs and research related to the healthcare workforce. Must have strategic planning and organizational skills and demonstrated ability with program, contract and grant management. Advanced skills with word processing, spreadsheet, email/Internet software and database management abilities is required. Strong oral and written communication skills, including demonstrated success with presentations for professionals/community leaders on a local, state and/or national level required. Should have strong interpersonal skills and demonstrated ability to establish effective working relationships with culturally diverse individuals and groups. Must be able to interpret laws, regulations and policies and possess sound decision-making skills. Must be able to write policies and procedures. Must be able to multi-task and be responsive and able to adapt to changing priorities and needs. Must be able and willing to travel periodically. Prefer College degree in public health, health, hospital, public or business administration, marketing, mass communications, public relations or related field and/or equivalent training and experience.

Preferred Qualifications

Experience with using and/or managing websites, blogs and social media. Experience with writing regulations. Experience working with healthcare professionals, Area Health Education Centers, faculty, students and hospital administrators. Masters degree or equivalent work history.

Job Description

Supports the Office of Minority Health and Health Equity (OMHHE) with its efforts to promote health equity and social justice, particularly as it relates to rural areas in Virginia. Provides the day-to-day management and oversight of the processes related to promoting, monitoring and updating of the State Rural Health Plan. Identifies, tracks and recommends policies, policy alternatives, legislation and regulations that will address rural health needs in Virginia. Develops and sustains partnerships and leverages existing resources to support rural health in Virginia. Responsible for grants management to include the day-to-day administrative, budgeting, planning, contracting, scheduling, operational and programmatic activities. Provides consultation, technical assistance, and training about model programs, best practices, and emerging and promising approaches in rural health care to local health departments, rural health clinics, community health centers, and other rural health care providers and stakeholders. Assists rural communities with networking, program development, planning and implementation.

Minimum Qualifications

Must have a working knowledge of model programs, best practices, and emerging and promising approaches to improving the health of rural Virginians. Must have the ability to read and synthesize data and research findings and formulate practical applications in the real world setting. Must have experience with strategic planning, program/project management and grants management. Must have supervisory experience/skills and strong organizational skills. Must be able to attend to detail. Must have strong interpersonal skills and be able to establish effective working relationships with health care providers, organizations and community representatives. Must have demonstrated ability to successfully communicate, both orally and in writing with culturally diverse populations. Must be self-motivated and be able to work independently & proactively as well as be able to interact and work effectively with groups to achieve program goals. Must be able to review, analyze, and interpret laws/regulations and other policy and guidance documents. Must be able and willing to travel periodically. Masters degree strongly preferred in health, hospital, public or business administration or related field or equivalent work experience and training.

The National Health Service Corps - Students to Service Program

The National Health Service Corps (NHSC) Students to Service Loan Repayment Program (S2S LRP) pilot application cycle is now open. The S2S LRP provides loan repayment assistance to medical students (MD and DO) in their last year of school, in return for a commitment to provide primary health care services in eligible Health Professional Shortage Areas (HPSAs) of greatest need.

The program is seeking applicants who have an interest in serving communities with limited access to health care and in providing care through their initial service commitment and beyond.
Financial Benefits

The S2S LRP will provide funds to participants to repay their outstanding qualifying student loans while still completing health professions training.

Program Options Include:
Full-Time Clinical Practice. The NHSC will pay up to $120,000 for an initial three years of full-time clinical service defined as no less than 40 hours per week, for a minimum of 45 weeks a year.

Half-Time Clinical Practice. The NHSC will pay up to $120,000 for an initial six years of half-time clinical service defined as no less than 20 hours per week (not to exceed 39 hours per week), for a minimum of 45 weeks per year.

Annual payments of up to $30,000 will be made over the course of four years. With continued service, eligible providers may be able to pay off all qualifying student loans.

13th Tobacco Use Prevention & Cessation Programs for Youth

The Virginia Foundation for Healthy Youth announces its 13th Tobacco Use Prevention & Cessation Programs for Youth Request for Proposals (RFP) funding opportunity. Virginia organizations (schools, faith centers, community service boards, clubs, etc) are eligible to submit proposals. You are receiving this email because you requested to be added to our mailing list or have attended a VFHY sponsored conference or training in the past few years.

In addition to providing tobacco prevention and/or cessation programming, organizations may choose to include supplemental obesity prevention programs in their application as well.
Individual grant awards will not exceed $60,000 per year ($180,000 total for all three years) to implement tobacco prevention/cessation programs in Virginia communities. This is an online process and organizations may register to apply and read additional details and information by going to the VFHY website (www.vfhy.org) and selecting the Funding tab.

Health Disparities Research LRP


THE NATIONAL INSTITUTE OF HEALTH IS HELPING TO IMPROVE THE HEALTH OF ALL PEOPLE

Program Purpose

The purpose of the Health Disparities Research LRP is to recruit and retain highly qualified health professionals to research careers that focus on minority health or other health disparity issues. Funding for this LRP is provided through the NIH's National Institute on Minority Health and Health Disparities (NIMHD), which ensures that at least 50 percent of the awards are made to health professionals who are members of identified health disparity populations.

Healthy People 2020 Community Innovations

The Healthy People 2020 Community Innovations Project is being administered by John Snow, Inc. (JSI) as part of a contract it has with the U.S. Office of Disease Prevention and Health Promotion (ODPHP). It will fund non-profit, community-based organizations with budgets less than $750,000 to implement projects that address Healthy People 2020 overarching goals, topic areas and objectives and integrate at least one of the following Healthy People 2020 Community Innovation Project priorities: environmental justice, health equity, and healthy behaviors across all life stages. As many as 170 projects will be given between $5,000 to $10,000 to conduct projects between December 1, 2011 and May 31, 2012.

The deadline for submitting an application in response to this Request for Proposal (RFP) is Friday, August 5, 2011. More details are included in the attached Healthy People 2020 RFP, which is also available online at

Villers Fellowship for Health Care Justice and the Wellstone Fellowship for Social Justice







Families USA is pleased to announce that they are accepting applications for the Villers fellowship for Health Care Justice and the Wellstone Fellowship for Social Justice.

The Villers Fellowship
The Villers Fellowship for Health Care Justice was created in 2005 by Philippe Villers, Founder and President of Families USA. Each year, the Villers Fellow works in our health policy department and assists our organizations efforts to improve access to health coverage for all Americans, especially for low-income and other vulnerable communities. Specifically, the Villers Fellow will conduct research on a range of health care policy issues and write and contribute to publications that are relevant to health reform implementation and other health policy issues.

The Wellstone Fellowship
The Wellstone Fellowship for Social Justice is designed to foster the advancement of social justice through participation in health care advocacy work that focuses ont heunique challenges facing many low-income and minority communities. Through this fellowship, Families USA hopes to expand the pool of talented social justice advocates from underrepresented economic, racial, and ethnic minority groups, including from the American Indian and alaska Native, Asian American, Black/African American, Latino, and Native Hawaiian and Pacific islander communities. The Wellstone Fellow plays an integral role in the work of Families USA's Field and Minority Health initiatives Departments.

$2.5 Million Federal Grant Awarded!


A five-year, $2.5 million federal grant will create a statewide public health training center led by the Eastern Virginia Medical School / Old Dominion University Graduate Program in Public Health.

The grant from the U.S. Department of Health and Human Services Health Resources and Services Administration will fund the Commonwealth Public Health Training Center. It's a partnership of the state's graduate programs in public health, the state health department, the Virginia Public Health Association and family medicine residency programs.

The new center will train Virginia Department of Health employees, educate family-medicine residents about public health issues, strengthen the pipeline for the future public-health workforce and host statewide training events.

Rapid Response Coordinator

Responsibilities: The Rapid Response Coordinator has overall responsibility for all humanitarian response activities during and in immediate post emergency phases. Represent ARC in the field and coordinate with ARC headquarters on intervention plans and oversee implementation of programming.

Qualifications: Overseas experience in developing countries and in managerial positions. Humanitarian/complex emergency response experience in conflict/post conflict settings.



Health Coordinator – Complex Emergency

Responsibilities: Oversee health interventions in program start up. Coordinate and implement emergency health interventions as needed.

Qualifications: Public Health specialist, or MD, RN or MPH. Overseas experience implementing and developing health programs in emergency environments with limited/degraded local resources and infrastructure in insecure environments.

Responsibilities: Assist with identified health interventions.

Qualifications: Health professionals with emergency response experience.



Shelter/Construction Engineer

Responsibilities: Develop, plan and coordinate emergency shelter activities in Haiti. Initiate the logistical pipeline for supply, transport and assembly of shelter kit materials

Qualifications: Experience in implementing shelter programs in emergency or rural environments.



Logistics/Operations Coordinator

Responsibilities: Establish and maintain logistics procedures and systems

Qualifications: Field experience in complex emergency environments



Water & Sanitation Coordinator

Responsibilities: Design and construct appropriate water supply and sanitation infrastructures – Collaborate, plan and negotiate with government officials to fulfill water and sanitation needs.

Qualifications: Experience in managing and implementing Water and Sanitation programs in rural and remote environments
